It's been drafted by many of the lawyers who were involved in the Aadhaar case. It is an inclusive and participatory process: on the website, you can comment on each and every clause of the draft bill.

The issue is not the nCode; it is because CCA India is not trsuted as root CAs by majority of the browsers/OSes.
CCA India must push for inclusion of its CA in OSes/Browsers, at least in @mozilla and @Apple root programs.
