According to CJI running away seems to be some kind of crime. According to which law?

On a plea against 30-day public notice giving details of couples who intend to marry under the Special Marriage Act:

CJI: Your plea is that this is a violation of their privacy. But imagine if wife or daughter runs away… Why should they (husband or father) not come to know?
